Airports In The North-East Region

 

The North Eastern Region has an extensive network of airports and air fields which are a legacy of the IInd World War.  After Independence, the Ministry of Civil Aviation and North Eastern Council have cooperated to develop a good infrastructure of airports. There are uncovered areas that need infrastructure for air connectivity. 

 

The status of airports/airfields in NER are shown in the table below:

Arunachal Pradesh
1. Aalo (West Siang) Ministry of Defence (Indian Air Force) Being developed for dual use(military & civil) depending on availability of land for civilian conclave.  Indian Air Force and Airports Authority of India are developing the military and civil enclave respectively. State Government to inform whether 7 acres for civil enclave will be available.
Defence portion will be completed by March, 2014.
2. Pasighat (East Siang) Being transferred to Indian Air Force by AAI. -do- AAI will construct civil enclave on 5 acres to be retained by it. Lease agreement for transfer of Pasighat airport from AAI to IAF is being finalised.
3. Ziro (Lower Subansiri) Ministry of Defence (Indian Air Force) -do- State Government to inform whether 10 acres for civil enclave will be available.
Defence portion will be completed by March, 2014.
4. Daporijo (Upper Subansiri) Airports Authority of India Will be developed by AAI depending upon the availability of land from the State Government. State Government to inform whether land for civil enclave will be available.
Daparizo Aerodrome to be developed and operationalised by AAI for ATR-42 operations.   Additional 34.3 acres requested from State Govt. Development works can be taken up after provision of additional Land and fund.
5. Mechuka (West Siang) Ministry of Defence (Indian Air Force) Being developed as Advanced Landing Ground Will be completed by March, 2014.
6. Tawang (Tawang) -do- -do-

10. Tezu (Lohit) Airports Authority of India Being developed for ATR-72 type of aircraft with VFR Being developed with funds with NEC. Will be ready by December, 2013. The State Govt. has transferred Tezu Aerodrome along with additional 108 acres of land to AAI in Sept.2010 for upgradation / development for ATR-72 type of operation. NEC has sanctioned Rs.79 crores during 2009-10 to AAI.

 

Status of works:
  1. Boundary wall under construction around newly acquired land of 108 acres - 90% completed.
  2. Engineering consultant appointed for new terminal building, technical block cum control tower and electrical power sub-station –Tender being finalized.
  3. Work awarded on 28/07/2011 for --
    • Runway extension, new apron along with link taxiway.
    • Strengthening of existing runway and existing apron (to be used as isolation bay) along with link taxiway.
    • Construction of new car park
Note: work held up due to:
  1. Environment clearance pending due to MoEF
  2. Local interference and law & order problem
11. Itanagar (Papum Pare) Proposed Greenfield - The site of the proposed airport is under discussion.
Assam
12. Guwahati (Kamrup)

International Airport. Being developed as Inter-Regional Hub.
  1. Runway extension by 360 metres already completed and commissioned.
  1. Apron expansion to accommodate 11 additional parking stands completed and commissioned.
  1. aircraft maintenance hangars for AB-321 type to be constructed soon.  DPR submitted on 31.10.2011 to NEC for grant-in aid of Rs. 34.98 crores. Planning commission has conveyed its approval.
  1. Construction of Parallel Taxi Track subject to availability of land from IAF planned.
  1. Installation of Cat-I Approach Lights for Runway 02 will be taken up subject to availability of land from IAF. 
  1. Construction of new integrated terminal building subject to availability of land for city side development.
13. Dibrugarh (Dibrugarh) (DGCA licensed as Public Use Category as on 31.12.2011) -do- Operational
  1. Extension of runway from 1829 to 2286 metres and allied works – DPR submitted to NEC on 01.02.2011 for Grant-in Aid of Rs. 60 crores.  Approval of planning commission obtained by NEC.
  1. Construction of aircraft maintenance hangars and apron for AB-321 hangar – DPR submitted to NEC on 31.10.2011 for grant-in-aid of Rs 22.37 crores.
14. Lilabari (Lakhimpur)
(DGCA licensed as Public Use Category as on 31.12.2011)

  1. Night Landing Facilities – being planned, requires provision of additional land from State Govt.
15. Jorhat (Jorhat) Indian Air Force (civilian enclave) Operational
  1. Expansion of Civil apron at a cost of Rs 7.78 crores – NOC on IAF land to be used already obtained, DPR submitted to NEC on 01.02.2011 for grant-in–aid of Rs 7.78 crores. Planning commission has approved the project. Construction work will be taken up soon.
  1. Construction of new terminal building subject to provision of 9 acres of land as requested from State Govt. for City side development.
16. Tezpur (Sonitpur) -do- Operational --
17. Silchar (Cachar) -do- Operational
  1. New Domestic Terminal Building subject to land availability.
18. Rupsi (Dhubri) Being transferred to Indian Air Force. To be developed for dual use. Non-Operational
  1. AAI Aerodrome being transferred to IAF for its development and operationalization of ATR-72 type of aircraft.  AAI will construct and manage a civil enclave. 
  1. Actual Land area available is to be demarcated and assessed in coordination with Assam Govt. Lease agreement for transfer of Aerodrome will be finalized accordingly.
Manipur
19. Imphal (Imphal)

  1. Night Landing facilities have been installed and commissioned on 21st May, 2010.
  1. Additional 640 acres approximately provided by State Govt. for future airport development for bigger size aircraft like Boeing 747-400.
  2. Construction of aircraft maintenance hangars for AB-321 hangar – DPR submitted to NEC on 03.11.2011 for grant-in-aid of Rs 24.67 crores.
  3. Runway extension by 350 metres in phase-I for wide bodied ‘D’ category aircraft is in planning stage.
  4. Existing TB expansion i.e security hold area nearing completion.
Meghalaya
20. Shillong (Barapani) (East Khasi Hills)

  1. Construction of boundary wall around newly acquired land.- DPR for safety and security infrastructure including perimeter wall etc. submitted to NEC on 20.06.2011 for grant-in-aid of Rs 26.7 crores
  2. Runway extension at 04 end by 232 metres and 22 end by 225 meters and expansion of apron for AB321 & allied works - DPR submitted to NEC on 22.12.2011 for grant-in-aid of Rs 154.80 crores.
  3. Expansion of apron for AB-321 type of aircraft.
  4. Construction of new ATC tower and technical block – Planning stage
  5. Construction of new Fire Station  – Planning stage
  6. Construction of Isolation Bay. – Planning stage
  7. Installation of Night Landing Facilities and ILS.
21. Tura (West Garo Hills) Government of Meghalaya Though the airport is operational, there are no regular flights.
  1. Aerodrome belongs to state govt. of Meghalaya. On the request from State Govt., AAI has submitted a DPR for expansion of existing airport for operationalization of ATR-72 aircraft to Ministry of Civil Aviation and  State Govt along with the request to provide approximately 56.5 acres of additional  land.  State Govt. is yet to respond.

  3. State Govt. has been requested to provide 303 acres for expansion and airport development, which includes:
    • 31 acres for shifting of Glide Path – required for full landing   distance     available on runway;
    • 26 acres for runway strip – for DGCA license;
28. Khowai (Khowai) Airports Authority of India Non-operational As per study, cannot be developed .
29. Kailashahar (North Tripura) -do- -do- Cannot be developed for ATR-72 operations due to one side bandh and other side highway.
30. Kamalpur (North Tripura) -do- -do- AAI conducted feasibility study for its operationalization for ATR-72 which requires provision of 50.5 acres of land  which has already been requested from State Govt. State Govt. is yet to respond.
